Independent Civilian Safety Oversight for Emerging Technological Harms
The DEWA National Safety and Protection Advisory Commission is an independent advisory body established to guide safety, ethics, and civilian-protection standards within DEWA’s Safety & Protection Initiative.
The Commission is composed of independent public-safety, health, ethics, technology, and community advisors who provide non-operational guidance to ensure DEWA’s safety activities are ethical, responsible, and centered on civilian well-being.
Why the Commission Exists
Civilians reporting suspected directed-energy, RF, EMF, or environmental interference currently lack dedicated safety oversight frameworks. The Commission exists to:
- Protect civilians from harm
- Strengthen ethical safeguards
- Build public trust
- Support responsible public-safety innovation
What the Commission Does
- Reviews safety and protection protocols
- Advises on ethical and civilian-first practices
- Identifies emerging safety trends (anonymized)
- Issues written advisory recommendations
What the Commission Does Not Do
- Conduct investigations
- Enforce laws
- Provide medical diagnoses
- Replace government agencies

Governance & Transparency
The Commission operates under a formal Charter, Code of Ethics, and Conflict-of-Interest Policy, and reports recommendations directly to DEWA leadership.
